Session Overview: This session provides an essential roadmap for public procurement professionals on how to properly identify, manage, and dispose of surplus property. We will move beyond the idea of surplus as "junk" and reframe it as a strategic asset management process.

Learning objectives:

  • Correctly distinguish between "surplus" and "scrap" to determine the appropriate disposal path.
  • Understand the critical requirements for "sanitizing" electronic storage media and removing state branding/decals prior to property transfer or sale.
  • Understand various property disposal methods (e.g., Transfer to other agencies, Sale to public bodies/non-profits, and Public Auction)
